Guanshanhu advances digital government service reform

Guanshanhu district in Guiyang, capital of Southwest China's Guizhou province, is advancing digital government reforms to improve administrative efficiency and provide more convenient services for businesses and residents.

At the district government service center, staff members from the market regulation department now review business license applications through an integrated digital system.

By accessing provincial databases, they can quickly check key information such as company names, business scopes, shareholders, and addresses. The review time for one application has been shortened to about 10 minutes, with staff handling dozens of cases each day.

The reform was driven by the need to overcome challenges in traditional administrative procedures. As the number of market entities in Guanshanhu surpassed 150,000, online approval initially encountered difficulties due to incomplete document templates and inconsistent application materials.

To address these issues, the district market regulation department worked with system operators to improve online templates and optimize approval procedures. As a result, the processing time for business license applications has been cut from five working days to just four hours.

Guanshanhu has also prioritized easing the digital workload for grassroots officials. Since 2025, the district has integrated functions and data from multiple government departments into a unified platform, enabling information to be entered once and shared across departments.

Through measures such as combining forms and reducing repetitive reporting, one community cut its total number of forms by more than 25 percent and shortened daily online administrative work time for grassroots officials from over three hours to about 40 minutes.

Meanwhile, the district continues to balance online services with in-person assistance. For elderly residents and cases requiring manual verification, service windows remain available to ensure smooth access to government services.
