Guanshanhu advances 'one-Stop, smart and fast' government service reform

Guiyang's Guanshanhu district is accelerating administrative reform to make government services more efficient, convenient, and people-centered, shifting from "multiple visits" to "one-stop handling", from manual processing to AI-assisted services, and from standard review to fast-track approvals.

One local resident, Pi Xueyi, recently completed a cross-provincial social security transfer in less than 30 minutes at the government service center, far faster than the previously expected 10–15 days and multiple departmental visits. "I only submitted once and it was done in one window," he said.

The district has promoted the "High-Quality Completion of One Matter" reform by strengthening cross-departmental coordination and online parallel approvals through the provincial government service platform.

Previously, some enterprise compliance procedures required visits to up to 17 departments and dozens of documents. Now, applications are processed online with automatic task distribution and joint review.

Guanshanhu has also introduced localized "one-stop packages" for high-frequency services, such as social insurance transfer and medical insurance continuity. These reforms have significantly reduced paperwork, processing time, and applicant travel.

In addition, the district has rolled out an AI-powered "smart service" system, allowing users to complete applications through chat-based guidance. Some services, such as public health permits, can now be completed in about 10 minutes.

For urgent cases, an expedited "priority service" mechanism ensures fast processing under legal compliance. Officials said the reforms aim to improve efficiency while enhancing public satisfaction through digitalization and service integration.
