The fifth session of the Third Guanshanhu District People's Congress opened on Feb 4.

At the opening plenary meeting, District Head Qin Yongkang delivered the government work report. Deputies also reviewed the draft outline of the district's 15th Five-Year Plan (2026-30), as well as reports on the implementation of the 2025 economic and social development plan and budget and the proposed plans and budget for 2026.
