Guanshanhu unveils development blueprint for 15th Five-Year Plan period

Guanshanhu district in Guiyang city has outlined its development blueprint for the 15th Five-Year Plan period (2026–30), aiming to build an industrially strong, livable, dynamic, and people-centered city.

According to the plan, the district will accelerate the development of four key functional zones: a model area for ecological civilization, a pilot zone for modern services, a hub for urban vitality, and an innovation zone for artificial intelligence. As one of Guiyang's six central districts, Guanshanhu is expected to play a core role in supporting the Guiyang City–Gui'an New Area's overall development goals.

During the period, the district targets solid progress in high-quality development, stronger scientific and technological innovation, new breakthroughs in reform and opening-up, improved social civility, higher living standards, enhanced ecological demonstration effects, and stronger safeguards for safe development.

Looking further ahead to 2035, Guanshanhu aims to significantly boost its economic, technological, and overall strength, achieve basic socialist modernization in step with the nation, and deliver a happier life for its residents.

To achieve these goals, the district will pursue coordinated efforts across multiple fronts. In building a modern industrial system, it will prioritize the real economy, advance new-type industrialization, and focus on new energy vehicle manufacturing to consolidate its position as a major provincial production base. Advanced equipment manufacturing, eco-friendly food processing, and other characteristic light industries will be developed in parallel.

The district will also expand electronic information manufacturing, empower industrial innovation with digital technologies, upgrade producer and consumer services, refine modern urban agriculture, and strengthen the "Meet Guanshanhu" cultural and tourism brand. Emerging and future industries, such as the low-altitude economy, will also be actively fostered.

In urban development and ecological conservation, Guanshanhu will adopt a people-centered, intensive and distinctive development approach, striving to build an innovative, livable, resilient, smart, and green modern city. It will continue to follow a green development path by coordinating carbon reduction, pollution control, greening, and growth, further enhancing everyday access to green spaces.

To cultivate new growth drivers, the district will promote the deeper integration of technological and industrial innovation, strengthen enterprises as innovation leaders, accelerate the commercialization of research achievements, and expand local talent pools. Comprehensive reform and higher-level opening-up will be advanced, with continued efforts to optimize the business environment and stimulate market vitality.

Improving people's wellbeing remains a top priority for the district. Guanshanhu will roll out targeted initiatives in employment, education, healthcare and social security to ensure development benefits are shared more fairly. Cultural development will also be strengthened through value guidance, cultural heritage promotion and cultural industry growth, enriching residents' spiritual and cultural life.
