The Xiaolan Mountain Data Annotation Base in Guanshanhu district, Guiyang, was inaugurated on Nov 7. The base marks an innovative step forward in integrating the data annotation industry into rural areas and a new starting point for empowering rural vitalization through digital talent.
As a model project of Guanshanhu's efforts to boost rural vitalization through the digital economy, the base is ideally situated within the district's Xiaolan Mountain "One Belt, One Core, Three Areas" data annotation and cultural tourism cluster, serving as a quality platform for extending the digital industry into rural development.
Leveraging its resource advantages, the base has established a cooperative mechanism linking government, schools, enterprises, and villages. Partnerships have been formed with major companies such as Changan Automobile, BYD, and iFlytek, creating a complete ecosystem of "enterprise demand + talent supply + professional services".
In terms of operational innovation, the base adopts a co-construction model of "enterprise + village collective", which revitalizes rural assets while introducing market-driven momentum – providing a replicable model for digital empowerment in rural areas.
"It combines State-owned platform operation with village-level participation," said Liu Lili, deputy general manager of Guiyang Guanshanhu Talent Development Co. "It will focus primarily on autonomous driving and general image-text annotation services. The base's workforce is expected to reach 300 within two years."
Liu added that the Xiaolan Mountain Talent Employment and Training Base has also been launched. "Through the introduction of data annotation enterprises and talent training programs, we aim to make Xiaolan Mountain a benchmark for how the digital economy can drive rural vitalization in Guizhou".
