The Guanshanhu Modern Services Industry Pilot Zone has released a new set of industrial development support policies for 2025, aiming to enhance economic quality and efficiency across key sectors in Guanshanhu district.
The policy package spans industries including manufacturing, services, wholesale and retail, hospitality, and construction. Enterprises will be categorized into four tiers—outstanding, leading, excellent, and high-quality—based on their annual revenue, and rewarded accordingly through a tiered incentive system. Qualified enterprises must submit applications to relevant industry departments between March 15 and 31, 2026.
In the manufacturing sector, the policies focus on supporting enterprises in expanding production and scaling up operations. Outstanding industrial enterprises may receive up to 1 million yuan in rewards.
Additionally, a newly-approved company as an enterprise above a designated size – those with annual revenue of 20 million yuan ($2.78 million) or more – can benefit from combined provincial, municipal, and district-level support of up to 400,000 yuan over three years.
The policy also encourages industrial operators to attract high-relevance, large-scale investment projects aligned with Guanshanhu’s industrial plans. Operators are expected to nurture innovation-driven enterprises, establish talent pipelines, and promote collaboration with universities and research institutions to boost employment.
Industrial parks operated by these enterprises may receive financial support based on annual output: 100,000 yuan per 10,000 square meter for parks generating 500 million yuan; 150,000 yuan per 10,000 sq m for 1 billion yuan, and 200,000 yuan per 10,000 sq m for 2 billion yuan in total output.
In the services sector, the policy emphasizes developing reputable, high-potential enterprises. Top-tier service firms could receive up to 2 million yuan in incentives in 2025.
For the wholesale, retail, accommodation, and catering industries, the policy supports quality-driven growth. Outstanding wholesale enterprises may receive up to 900,000 yuan, retail enterprises up to 8 million yuan, accommodation enterprises up to 2 million yuan, and catering enterprises up to 350,000 yuan.
In the construction sector, which anchors Guanshanhu's building economy, the policy combines market-driven and government-guided efforts to foster and attract leading firms. Outstanding construction companies may be eligible for incentives up to 3 million yuan.
