The bureau of natural resources of the Guanshanhu district – in Guiyang, capital of Southwest China's Guizhou province – held a meeting on Oct 22 to assign a series of tasks designed to promote urban upgrading and improve the city's appearance.

One of the initiatives is to establish "15-minute community service circles," which involve education, commerce, culture, healthcare, sports and more.

Jinhuayuan and Jinyang sub-districts were provisionally selected to undertake the pilot project. To implement it, investigations and research will be conducted to decide what necessary infrastructure to add and where to place it.

Other projects include developing parking lots and farmers' markets – as well as speeding up the transformation of shantytowns, old neighborhoods and back alleys.

At the meeting, the bureau emphasized the importance of streamlining urban management and improving facility utilization and service levels.

Guanshanhu district is reportedly pushing to be an innovative central city core area and an eco-civilization demonstration area, as well as aiming to become an important development springboard for both Guiyang city and Guizhou province.
