Guanshanhu district – located in Guiyang, capital of Southwest China's Guizhou province – on Sept 28 organized the third meeting of the lead group responsible for promoting its new industrialization, urbanization, agricultural modernization and for advancing its tourism sector.

Luo Yang, Party chief of Guanshanhu, presided and gave a wide-ranging keynote speech.

Luo pointed out that district departments at all levels should collaborate to stabilize grain output, guarantee food supplies and select superior seeds. This would ensure the upscaled development of planting, the green development of seed breeding, the supply chain development of the processing industry, as well as to further deepen the integration of agriculture, culture and tourism.

Luo also underlined the importance of fine-tuning the mutual interest mechanism between farmers, cooperatives and agricultural enterprises – with the focus on the introduction, cultivation and expansion of business entities.

Moreover, it was necessary to get the entire picture of the district's land use, including the use of arable land, forest land, residential areas and rural construction land. Measures should be undertaken accordingly to improve the efficiency of land output.

Financial, banking and social capital should be further integrated to elevate the efficiency of the use of rural funds, Luo added.

Planning and construction should be carried out with villages as basic units. Rural housing and road traffic planning should cover infrastructures such as water, electricity, roads, gas and telecommunications.

There were also calls to treat waste, clean up and conserve rivers, revamp old houses, upgrade toilets and curb some outdated conventions.

Digital economy-based tourism was another focus. To promote it, Luo said relevant departments should introduce market-oriented social capital, double investment attraction efforts, improve business formats, strengthen the management of travel agencies – and incorporate culture, big health, education and sports into tourism products.
