Following concerted efforts made by the Guanshanhu district in Guiyang city -- to strike a balance between fighting the novel coronavirus epidemic and reviving the economy -- a total of 255 businesses and 79 projects had restarted operations by Feb 23, according to local officials.
The district in Southwest China's Guizhou province has issued measures to help companies. It has rolled out subsidy policies and facilitation measures, to provide scientific guidance for all industries to resume production, officials added.
According to Yang Shudong, an employee of China Resources Land (Guiyang) Limited, the company's major project restarted construction on Feb 15 with 100 workers returning to work.

"Before resumption of work and production, we set up a special epidemic prevention team to organize workers to return to the job and ensure isolation of workers who returned outside the province," Yang said.
"Wearing masks, checking body temperatures and ensuring workers use sanitizers are some of the steps being undertaken."
Data showed that by Feb 20, of the 17 major projects in the district, 14 had restarted construction, with a return-to-work rate of 82 percent.
In addition, 17 software and information technology service enterprises and eight big data enterprises above a designated size -- with annual revenue of 20 million yuan ($2.86 million) or more -- had restarted their operations.
Among enterprises resident in the district's financial area, 12 banking institutions, six insurance companies and eight securities companies have resumed work.
According to the district bureau of commerce and investment promotion, all the commercial complexes and specialized stores have to submit their applications for a resumption of work on the relevant platform. to wait for a review.
