Guanshanhu district is the political, economic and cultural center of Guiyang city. It is an important platform and window for Guizhou and Guiyang to open up to the outside world. In order to promote the development of the big data strategy in a high-level, high-speed and in-depth way, the district has set the goal of building the Guizhou Big Data Comprehensive Experimental Zone as well as the core, demonstration and display areas of China Data Valley, and proposed the concept of "Three Fusions, Six Centers, Multi-platform". After several years of development, the big data industry in the district has made rapid progress. Guiyang Big Data Industry Development Leading Group has given the district "Big Data Industry Technology Innovation Center", "Big Data Finance Innovation Base", "Blockchain Innovation Bas" and "Service Outsourcing and Call Small and Medium Demonstration Base" awards.
In order to accelerate the leading role of the big data industry in regional development, Guanshanhu has taken platform construction as a starting point, building the "six centers" industrial structure that consists of Guiyang Big Data Innovation Industry (Technology) Development Center, Guanshanhu District Service Outsourcing and Call Center, Guanshanhu E-commerce Development Center, Internet Finance Innovation Center, Blockchain Innovation Development Center, and Big Data Trading Center. Focusing on the“three-dimensional integration” innovative development model of incubation, training and R&D, the district has cooperated with internationally renowned companies such as Microsoft, Intel, Dell and Oracle, as well as having introduced 129 big data companies, including Aliyun, Qihoo 360, Dahua Technology, to the area. It also now hosts 44 call and service outsourcing enterprises, among them China Telecom, China Property Insurance and Huayun Service; 65 E-commerce commercial enterprises such as JD "Asia No 1", Alibaba and Guizhou E-commerce, and more than 150 big data financial institutions and enterprises such as big data exchanges (it is the home of the first one in China) and crowdfunding exchanges.
In 2018, the district's big data industry generated revenue of 8 billion yuan. The revenue of software and information service industry was 3.39 billion yuan, accounting for 26 percent of the industry's revenue across the city. The construction and operational seats of service outsourcing and call center accounted for 30 percent of the city's industry-specific revenue. In 2018, 24 demonstration projects for the integration of big data and real economy were established. Of them, 4 were in the industrial sector and 20 in the service sector. The accumulated investment was 980 million yuan, and 35 leading demonstration enterprises were completed.
